Project School Emergency Response to Violence (SERV) Grant Program
Overview:The Project SERV program (CFDA 84.184S) funds short-term and long-term education-related services to local educational agencies (LEAs) and institutions of higher education (IHEs) to help them recover from a violent or traumatic event in which the learning environment has been disrupted. Generally, Immediate Services assistance covers up to 60 days from the date of the incident and is intended to provide a limited amount of funds to meet acute needs and restore the learning environment. Extended Services assistance covers up to 1 year from the incident, and is intended to address the long-term recovery efforts that may be needed following a traumatic event. Extended Services grants may provide up to a limited amount of funds for 18 months to help students, teachers, and staff members recover from a traumatic event.

Project Prevent Grant Program
Overview: The Project Prevent program (CFDA 84.184M) provides grants to LEAs and focuses on projects that offer the following to students: (1) access to school-based counseling services, or referrals to community-based counseling services, for assistance in coping with trauma or anxiety; (2) school-based social and emotional supports for students to help address the effects of violence; (3) conflict resolution and other school-based strategies to prevent future violence; and (4) a safer and improved school environment, which may include, among others, activities to decrease the incidence of harassment, bullying, violence, gang involvement, and substance use. The purpose is to increase the capacity of LEAs to help schools in communities with pervasive violence to better address the needs of affected students and to break the cycle of violence.

School Climate Transformation Grant (SCTG) Program
Overview: The SCTG program has both a state educational agency (SEA) and an LEA program. In January 2013, the Obama Administration proposed a comprehensive plan, “Now is the Time” (NITT), to protect our children and communities by reducing gun violence, including grants to states and LEAs to help make schools safer and increasing access to mental health services. SCTG is one of several Federal programs designed to work together to help make schools safer and improve mental health services for students and young adults. The U.S. Department of Education (ED), U.S. Department of Health and Human Services (HHS), and the U.S. Department of Justice (DOJ) are implementing coordinated programs consistent with the initiative and the FY 2014 Consolidated Appropriations Act.

Elementary and Secondary School Counseling (ESSC) Grant Program
Overview: The ESSC program (CFDA 84.215E) provides funding to LEAs to establish or expand elementary and secondary school counseling programs. Specifically, projects (1) use a developmental, preventive approach, (2) expand the inventory of effective counseling programs, (3) include in-service training, and (4) involve parents and community groups. Special consideration is given to applicants who can (a) demonstrate the greatest need for counseling services in the schools to be served; (b) propose the most innovative and promising approaches; and (c) show the greatest potential for replication and dissemination.

Carol M. White Physical Education Grant Program
Overview: The Carol M. White Physical Education grant program (CFDA 84.215F) provides funds to LEAs and community-based organizations to initiate, expand, or enhance physical education programs, including after-school programs, for students in kindergarten through 12th grade. Grant recipients must implement programs that help students make progress toward meeting state physical education standards. Projects must be designed to help students meet their state’s standards by undertaking instruction in healthy eating habits and good nutrition and at least one of the authorized physical fitness activities.

Federal Partner Grant Programs
Under the Safe Schools/Healthy Students (SS/HS) Initiative and “Now is the Time” (NITT), the Obama Administration has called on the U.S. Department of Education (ED) and other Federal agencies to support school emergency management planning efforts through a variety of grant programs. Find details on some of those grant programs below.

AmeriCorps State and National Grants Program
Overview: The Corporation for National & Community Service (CNCS) released the AmeriCorps State and National Grants program (CFDA 94.006) to create more sustainable and resilient communities. One of the priorities of this program is to invest in disaster services, which includes increasing the preparedness of individuals through mission areas of the Presidential Policy Directive (PPD-8). Another priority of this program is to invest in safer communities, which includes activities that focus on public safety and youth violence prevention. Eligible applicants include IHEs, SEAs, and local government entities, among others, that propose to engage AmeriCorps members in evidence-based or evidence-informed strategies.

Homeland Security National Training Program (HSNTP) Continuing Training Grants (CTG) Program
Overview: The Federal Emergency Management Agency (FEMA) launched the HSNTP/CTG program (CFDA 97.005) to support IHEs and governments in sustaining core capabilities across the five mission areas defined by the (PPD-8) and implementing the National Preparedness System. The HSNTP/CTG program develops and delivers innovative training programs, which in FY2015 will focus on four training areas: Cybersecurity, Hazardous Materials, Countering Violent Extremism, and Rural Preparedness.

Hazard Mitigation Assistance (HMA) Grant Program
Overview: The Risk Reduction Division of FEMA’s Federal Insurance and Mitigation Administration launched the HMA program to provide federal grants to state, local, and tribal governments to implement and sustain cost-effective measures and mitigation activities that reduce disaster losses and protect life and property from future disaster damages. These grant programs strengthen National Preparedness and Resilience and address the national preparedness goal of mitigation, as specified by the PPD-8.
Flood Mitigation Assistance (FMA) Grant Program
Overview: The purpose of the FMA program (CFDA 97.029) is to support state, local, and tribal governments in their efforts to reduce or eliminate the risk of repetitive flood damage to buildings and structures insured under the National Flood Insurance Program. Either the state emergency management agency or the office that has primary emergency management responsibility is eligible to apply directly for PDM grant program funds. Local governments are considered sub-applicants and must apply to their applicant state/territory.

Pre-Disaster Mitigation (PDM) Grant Program
Overview: The purpose of the PDM program (CFDA 97.047) is to support state, local, and tribal governments in their efforts to reduce the risk to the population and structures from future natural hazards, while also reducing reliance on federal funding from future disasters. Either the state emergency management agency or the office that has primary emergency management responsibility is eligible to apply directly for the PDM grant program funds. Local governments are considered sub-applicants and must apply to their applicant state/territory.

Comprehensive School Safety Initiative (CSSI)
Overview: The DOJ, Office of Justice Programs (OJP), National Institute of Justice (NIJ), launched the CSSI (CFDA 16.560) to produce practical knowledge that can improve the safety of schools and students. The initiative is carried out through partnerships between researchers, educators and other stakeholders, including law enforcement and mental health professionals. Projects funded under the CSSI are designed to produce knowledge that can be applied to schools and school districts across the nation for years to come.

Emergency Management Performance Grant (EMPG) Program
Overview: The U.S. Department of Homeland Security's (DHS) FEMA launched the EMPG program (CFDA 97.042) to provide federal grants to states to assist state, local, territorial, and tribal governments in preparing for all hazards. The EMPG program plays an important role in the implementation of the National Preparedness System by supporting the building, sustainment, and delivery of core capabilities essential to achieving the National Preparedness Goal of a secure and resilient Nation. The Federal Government, through the EMPG Program, provides necessary direction, coordination, and guidance, and provides necessary assistance, as authorized in this title, to support a comprehensive all hazards emergency preparedness system.

Grants to Reduce Sexual Assault, Domestic Violence, Dating Violence, and Stalking on Campus Program
Overview: The DOJ, Office on Violence Against Women (OVW) released information about the Grants to Reduce Sexual Assault, Domestic Violence, Dating Violence, and Stalking on Campus program (CFDA 16.525) to encourage a comprehensive, coordinated community approach that enhances victim safety, provides services for victims, and supports efforts to hold offenders accountable. The funding supports activities that develop and strengthen victim services and strategies to prevent, investigate, respond to, and prosecute these crimes.

NITT Project Advancing Wellness and Resilience in Education (AWARE) Grant Program
Overview: The HHS, Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) launched the NITT Project AWARE program to support the development and implementation of comprehensive plans of activities, services, and strategies to decrease youth violence and promote the healthy development of children and youth. This program builds upon the successful SS/HS Initiative strategies that—for more than a decade—have proven to be successful in creating safe and secure schools and promoting the mental health of students in communities across the country.
NITT Project AWARE-Community (NITT-AWARE-C) Grants
Overview: The purpose of the NITT-AWARE-C program (CFDA 93.243) is to support the training of teachers and a broad array of actors who interact with youth through their programs at the community level, including parents, law enforcement, faith-based leaders, and other adults, in Mental Health First Aid (MHFA) or Youth Mental Health First Aid (YMHFA). Implementation of this program is expected to increase the mental health literacy among youth-serving adults, policy-makers, and administrators of programs serving youth.

Overview: The purpose of the NITT-AWARE-SEA Cooperative Agreement program (CFDA 93.243) is to build and expand the capacity of SEAs to increase awareness of mental health issues among school-aged youth; provide training for school personnel and other adults who interact with school-aged youth to detect and respond to mental health issues in children and young adults; and connect children, youth, and families who may have behavioral health issues with appropriate services. School Justice Collaboration Program: Keeping Kids in School and Out of Court
Overview: The DOJ, OJP, Office of Juvenile Justice and Delinquency Prevention (OJJDP) partnered with ED and SAMHSA to launch the School Justice Collaboration Program: Keeping Kids in School and Out of Court program (CFDA 16.829), which has two categories: (1) Local School Justice Collaboration Program, and (2) School Justice Collaboration Program National Training and Technical Assistance. Category 1 applicants are limited to local juvenile and family courts that can verify that they have a partnership with an LEA that has applied to the ED SCTG-LEA grant program and the HHS Project AWARE-LEA grant program. Category 2 applications are limited to nonprofit and for-profit organizations and IHEs. The purpose is to implement a multidisciplinary initiative to improve school climates, respond early and appropriately to student mental health and behavioral needs, avoid referring students to law enforcement and juvenile justice as a disciplinary response, and facilitate a proactive and supportive school reentry process in the rare instances in which a youth is referred.

Developing Knowledge About What Works to Make Schools Safe Grant Program
Overview: The DOJ, OJP, National Institute of Justice (NIJ) launched the Developing Knowledge About What Works to Make Schools Safe program (CFDA 16.560) to develop knowledge about the effects of personnel, programs, and activities on school safety in the United States. Funds are available to LEAs, public charter schools that are recognized as an LEA, and SEAs. The purpose is to collaborate and partner with highly qualified researchers and research organizations to test whether an intervention (e.g., additional personnel (such as school resource officers or mental health service providers), programs, policies, or activities) shows what works in making schools safer.

National Forum on Youth Violence Prevention Expansion Project Grant Program
Overview: In collaboration with ED, the DOJ, OJP, OJJDP launched the National Forum on Youth Violence Prevention Expansion program (CFDA 16.819) to begin a national conversation concerning youth and gang violence and prevention, raise awareness, and elevate the issue to national significance.
