Using Federal Resources to Enhance Campus Security and Emergency Management Planning

On Monday, November 25th at 1:00 p.m. EST, the U.S. Department of Education’s (ED) Office of Safe and Healthy Students (OSHS) along with its Readiness and Emergency Management (REMS) Technical Assistance (TA) Center and our Federal partners hosted a webinar pertaining to Federal resources that enhance campus security and emergency management planning. This session supported the emergency operations plan guidance put forth in the Obama Administration’s recently released Guide for Developing High-Quality School Emergency Operations Plans and Guide for Developing High-Quality Emergency Operations Plans for Institutions of Higher Education. These new Guides, developed by ED in collaboration with the U.S. Departments of Homeland Security, led by the Federal Emergency Management Agency (FEMA); Justice, led by the Federal Bureau of Investigation (FBI); and Health and Human Services (HHS), represent the culmination of years of work by the Federal government.
As part of the President's "Now Is The Time" plan (released January 2013) to reduce gun violence in our schools and communities, Federal agencies have committed to helping our nation's educators and local officials make our schools, institutions of higher education (IHEs), and communities safer. This webinar provided a brief summary of some of the Federal resources available to IHEs, providing participants with the necessary information to access key resources, products, and services to enhance security and emergency management and planning.
The webinar included an introduction of the following Federal programs and resources:
- U.S. Department of Education’s IHE emergency management and planning resources emphasizing the new interagency Federal guide for developing high-quality emergency operations plans for institutions of higher education, homeland security resources and initiatives that support IHE emergency management, and ED’s technical assistance centers’ resources and trainings that support IHE emergency management and planning;
- The Federal Emergency Management Agency’s Emergency Management Institute trainings and the use of NIMS for IHEs;
- U.S. General Services Administration’s Cooperative Purchasing Program, State and Local Programs, training, and tools;
- U.S. Department of Justice's campus public safety and IHE emergency management resources, training, and information; and
- U.S. Department of Health and Human Services' psychological first aid for IHEs following a traumatic event.
This 1 hour and 8-minute webinar included a live PowerPoint presentation, as well as a Question and Answer session following the presentation.
